ISPM-15 aka Bug Stamp – Explained, & Why It’s Critical for Export Shipments
While discussing an international shipment many unfamiliar industry terms may come up. One of the most important exporting terms used when talking about wood crating compliancy is what’s known as the ISPM-15 mark or bug stamp.
Many countries require the ISPM-15/bug stamp certifying that lumber used to fabricate wood crates and pallets for export shipping have been heat-treated to meet their specific regulations. Some require that all bark be removed from the lumber before the crate is assembled. This is critical to avoid foreign pest infestation into new environments damaging fragile ecosystems. Certified crates and pallets clearly display stamps on each wood panel to easily distinguish proper treatment to customs authorities as depicted in the example image to the left.
The American Lumber Standards Committee administers the U.S. certification program for heat-treatment. Craters & Freighters of SW Florida is compliant with the standards required for building wood crates and pallets for exporting to countries that require ISPM-15 wood.
Stamping & Documents Provided
Our heat-treated wood products are clearly marked with the "HT" stamp and a specific number that is mandatory for international export under ISPM-15 regulations. Proper documentation will accompany the wood crate or pallet used to ship our clients’ items.
Wood Blocking and Bracing

What Happens To Shipments Not Meeting ISPM-15 Standards?
Wood containers and pallets of any kind and their contents will either be fumigated or destroyed at port if they do not meet the foreign country’s specific requirements.

International Standards for Phytosanitary Measures No. 15 require all solid wood packing material to be heat treated and stamped with an official mark. ISPM 15 requirements apply to all hardwood and softwood (coniferous and non-coniferous) packaging materials. The standard does not apply to wood packaging made wholly of manufactured wood products such as plywood, particle board, oriented strand board, or products created using glue, heat and pressure or a combination of these.
The second alternative, Fumigation with Methyl Bromide (MB), while still acceptable is being phased out because of environmental reasons. The fumigator must be registered in the program in order to issue the ALSC Quality Mark.
Important note to exporters: ISPM 15 requirements apply to all coniferous (softwood) and non-coniferous (hardwood) packing materials including dunnage. U.S. Inspection Agencies control the issuance of the ALSC Quality Mark and the presence of the Quality Mark ensures WPM produced in the U.S. and destined for export meets the importing countries regulations.
Trading partners are adopting the ISPM15 in their import regulations. As the National Plant Protection Organization of the United States, the United States Department of Agriculture, in coordination with the wood packaging material industry, has developed an export program to guarantee compliance with the import requirements of trading countries. The program insures certified treatment and marking of wood packaging material for international trade, while maintaining traceability of the packaging material. The integrity of the program is dependent upon industries compliance.
